Dr. Saman Kumara Ranjith Weerasinghe was born on the 17th of October 1961 and received his primary and secondary education at Mahinda College, Galle.

He pursued his higher studies in Russia after winning a scholarship in the 1980s and went on to obtain a Degree in Medicine MD (Hon) from the Moscow State Medical Academy.

Dr. Weerasinghe also functioned as the Vice President of the Russia – Sri Lanka Friendship Society - as well as as the General Secretary of the Russia – Sri Lanka Friendship Society.

During his tenure, he contributed towards several educational, cultural and human development activities between the two countries and in recognition of his work, he was awarded with " Order of Honor" of the Russian Federation by the President  and the  Russian Government.

He has been an active participant in the development in Economics and Cultural affairs between Russia and Sri Lanka in the last two decades.

Dr. Saman Weerasinghe assumed duties on 7 September 2015.
