On 06 December 2022, an introductory meeting was held between the Vladimir Branch of the Presidential Academy of National Economy and Public Administration (RANEPA), University of Vavuniya, Buddhist and Pali University of Sri Lanka and Uva Wellassa University of Sri Lanka. The meeting came as a follow-up to the visit of Prof. Janitha A. Liyanage, H. E. the Ambassador of Sri Lanka to the Russian Federation to Vladimir region.

Vladimir branch of RANEPA is one of Vladimir region's leading universities in the areas of public policy, public administration and business administration. RANEPA offers educational and training programs to serve the learning needs of civil servants, entrepreneurs, managers, financiers, and lawyers.
In the course of the meeting, the Universities were represented by Mr. Viacheslav Kartukhin, Director of the Vladimir Branch of RANEPA, Prof. T. Mangaleswaran, Vice Chancellor of the University of Vavuniya, Ven. Prof. Lenagala Siriniwasa Thero, Dean of the Faculty of Language Studies, Buddhist and Pali University of Sri Lanka, Dr. Prasadi de Silva, Representative of the International Collaboration Center, Uva Wellassa University of Sri Lanka, and other staff members.
The representatives of the Universities expressed their willingness to develop bilateral cooperation and highlighted the potential areas of interest. The sides will continue their communication to ensure establishment of strong links in the spheres of staff and student exchange, joint research and mutual participation in scientific and educational conferences.
