On 24 January 2023, an online ceremony was held in the course of which a Memorandum of Understanding was signed between the I. U. Ulianov Chuvash State University (ChuvSU) and the South Eastern University of Sri Lanka (SEU SL).

In her speech Prof. Janitha A. Liyanage, H. E. the Ambassador of Sri Lanka to Russia, who initiated this collaboration, underlined that the two Universities share many things in common and assured that the Embassy is ready to further provide assistance to both sides for developing the fruitful relations and successful collaboration.
Mr. A. Y. Aleksandrov, Rector of the ChuvSU, stated that the University was happy to sign its first agreement with Sri Lankan University and expressed his hope that the two institutions would be able to collaborate in different fields of knowledge and through various programmes. Mr. Aleksandrov also invited his counterparts to visit Chuvashiya and examine the facilities of the University.
Prof. A. Rameez, Vice Chancellor of the SEU SL, expressed his desire to implement the MoU through conducting joint research and scientific conferences, exchange of staff and students, providing postgraduate opportunities and paving the pathways to innovations. Prof. A. Rameez expressed his gratitude to the authorities of the Russian University and the Embassy of Sri Lanka in Moscow for facilitating this initiative.
