On 06 February 2023, with coordination of the Embassy of Sri Lanka in Russia, an introductory online meeting was held between the Presidential Academy of National Economy and Public Administration establishes cooperation (Vladimir branch of RANEPA) and the University of Peradeniya.

The meeting was graced by Prof. Janitha A. Liyanage, H. E. the Ambassador of Sri Lanka to Russia, Prof. M.D. Lamawansa, Vice-Chancellor of the University of Peradeniya, and Mr. Viacheslav Kartukhin, Director of the Vladimir branch of RANEPA, as well as staff members of their Universities.
Both Universities made presentations about their facilities, came up with proposals for cooperation, showed particular interest in cooperation in the field of economy, law, state and municipal management via student and staff exchange, arrangement of round tables, joint research and conferences, etc.
The sides decided to exchange proposals and start negotiations on the text of the Memorandum of Understanding, which would enable to bring the discussed initiatives into life.
