Following the initiative of Prof. Janitha A. Liyanage, Ambassador of Sri Lanka to Moscow, to establish collaboration between the Department of Chemistry of the Moscow State University (MSU) and its Sri Lankan counterparts, 11 September 2023 an introductory meeting took place between the Department representatives, the University of Vavuniya (UV), the Open University of Sri Lanka (OUSL) and the Uva Wellassa University (UWU).

In the course of the meeting the sides were represented by Mr. Andrey Putyatin, Counselor of the Scientific Supervisor, Department of Chemistry, MSU, Prof. T. Mangaleswaran, Vice-Chancellor of the UV, Dr. Prasad Senadheera, Director, International Relations Unit of the OUSL, Prof. K.W.S.N. Kumari, Professor of the Department of Science and Technology of the UWU and other staff members of the four Universities.
The sides made presentations of their respective Universities, putting particular attention to the Chemistry Departments and came up with proposals for further collaboration, which included signing Memoranda of Understanding, participation in international school programmes, training of the teaching staff, research collaborations, conducting joint lectures, cultural exchange programmes, establishing degree programmes, etc.
The sides decided to continue further communication in order to establish durable collaboration.
