On September 25th President of the Russian Federation Vladimir Putin addressed the Congress of the International Organization of Supreme Audit Institutions (XXIII INCOSAI), being held in Moscow for the first time in the history of the Organization. The event is attended by more than 600 delegates, representing 168 audit institutions from all over the world, who gathered to exchange opinions on the value of information technology for the development of public administration and the role of the Supreme Audit Institutions in the achievement of national priorities and goals.
This year Sri Lanka is represented at the XXIII INCOSAI at the highest level by Auditor General of Sri Lanka, Mr. W. P. C. Wickramaratne and Deputy Auditor General, Mr. P. L. K. Perera.

During his address, President Putin mentioned that "cooperation...and exchange of experience between national external audit agencies is one of the key steps leading to confidence building, predictability in the global economy" and invited the attendees of the Congress to join the initiative of creation of "an open international databank" to be used for enhancement of socio-economic issues on a global scale.
The Sri Lankan delegation is participating in plenary sessions, devoted to the issues of macro audit as well as use of IT and public management tools by governments.
The Congress, which is being held on 23-25 September, will hand over the duties of the President and Chairman of the INTOSAI Governing Board to Chairman of Russia's Accounts Chamber Alexei Kudrin for the next three years.
