With disintegration of Soviet Union in 1991, the tea market in Russia was liberalised and the private sector entrepreneur shown a great enthusiasm on tea trade. On this back drop, with the objective penetrating the Russian market with a strong presence of Ceylon tea, a Ceylon tea promotional office was established overlooking the Russian Federation and other former soviet republics in the CIS region. Thus, the Ceylon Tea Promotion Office was opened in 1994 in the city of Moscow.

Starting from Mr. Hasitha de Alwis, the first Tea Promotion Officer, in the Tea Promotion Unit in Moscow, Mrs. Kiru Jayathilaka, Mr. Upali Kahandawa, Mrs. Premala Srikantha and Ms. Tamara Nanayakkara have served in Moscow representing Sri Lanka Tea Board as Ceylon Tea Promotion Officers in Moscow.

Presently, Mr. W.J.N.U. Priyantha Wimalasiri is performing the role of Ceylon Tea Promotion Officer from October 2014.
