1. Dual Citizenship is applicable to:
a person, whose citizenship of Sri Lanka has ceased under sections 19, 20 or 21 of the Citizenship Act № 18 of 1948 or a person whose citizenship of Sri Lanka is likely to cease as follows:

Resumption - Section 19(2) of the Citizenship Act makes provisions in respect of a person, whose citizenship of Sri Lanka has ceased due to obtaining a citizenship of another country and who wishes to resume the status of a citizen of Sri Lanka.
              or
Retention - Section 19(3) of the Citizenship Act makes provisions in respect of a person, who wishes to obtain a citizenship of another country, while intending to retain the citizenship of Sri Lanka.

Dual Citizenship could be applied under the following categories:

A. 'Age category': exceeds the age of 55 
B. 'Professional category': minimum one-year diploma or higher, or any other professional qualification
C. 'Assets / Properties category': land or other immovable properties in Sri Lanka worth LKR 2.5 million or above
D. 'Fixed Deposit of Rs. 2.5 million or above category'
E. 'Fixed deposit of USD 25,000 or above – category'
F. 'Treasury Bond (TB) or Security Investment Account (SIA) valued of USD 25,000 for minimum 3 years period – category'
G. 'Spouse of an applicant or an unmarried child under the age of 22

2. Instructions for filling the application

a) To be filled in "BLOCK CAPITALS".
b) Delete inapplicable word or words wherever * appears in the application.
c) Please state "Not relevant" if particular information is not applicable.
d) Each member of the family has to fill in a separate application (one as the main applicant and others as dependents) along with 03 passport size color photographs each
Note: Only spouse and unmarried children under 22 years of age can apply as dependents. If the Children are born abroad, the Sri Lankan Birth Certificate and the Citizenship Certificate are required)
e) One of the photographs should be attached at the top right corner of the first page of the application.
f) Main applicant should apply under one of the categories stated in section 1 of the application (A to G) to apply for Dual citizenship.
g) Please mark (√) in the relevant cage.
h) The affidavit in the application (page 6) should be signed by the applicant before a Justice of Peace or a Commissioner of Oaths or authorized representative of the Embassy.

 3. Documents required for Dual Citizenship (the documents listed from b to h are required for the main applicant as well as dependent applicants):

a) Letter of Request (Download)
b) Application for Dual Citizenship (Download)
c) Personal Declaration Form (Download)
d) Original Birth Certificate with two copies each
e) If the applicant is a citizen of Sri Lanka by registration, a copy of the Citizenship certificate with two copies
f) If the applicant is married, original Marriage Certificate with two copies
g) Recent Police Clearance Certificate from the country of permanent residence, not older than 03 months from the date of issuance with two copies (if the certificate is not in English, a notarized English translation is required)
h) Applicant submitting application for Resumption under section 19(2)

i. Certified copy of Foreign Citizenship Certificate.
ii. Certified copy of Bio data page and the observation page of the Foreign Passport.
iii. Certified copy of Bio data page and the observation page of the previous Sri Lankan passport (if available)
       
      or

Applicant submitting application for Retention under section 19(3)

i. Certified copy of Bio data page and the observation page of the current Sri Lankan passport
ii. Certified copy of permanent residence visa

i) If applying under Professional category

Applicant's original Educational/Professional certificate (minimum of one year diploma or higher or any other professional qualification) attested by the Ministry of Foreign Affairs of the respective country. For Diplomas, if the course duration is not mentioned in the certificate, a confirmation letter from the relevant Institute should be obtained confirming duration
j) If applying under Assets/Properties category

Original documentary proof of applicant's assets such as: lands or other immovable properties in Sri Lanka worth of Rs. 2.5 million or above and or a certified copy of the documents (Deed, valuation report and title reports )
k) If applying under Fixed deposit of Rs. 2.5 million or above - a confirmation letter from the bank stating, that the deposit will not be withdrawn within a period of 03 years (letter should be within 03 months of the date on which the application is submitted).

l) If applying under Fixed deposit of USD 25,000 or above - a confirmation letter from the bank stating, that the deposit will not be withdrawn within a period of 03 years(letter should be within 03 months of the date on which the application is submitted).

m) If applying under Treasury Bond (TB) or Security Investment Account (SIA) valued of USD 25,000 for minimum 03 years period - a certificate from the relevant authority, confirming the investment will not be withdrawn prior to maturity.

n) If applying under the applicant's spouse or applicant's unmarried child under the age of 22 -
a certified copy of Marriage Certificate (for spouse) or a certified copy of Birth Certificate (for unmarried child - born in Sri Lanka) and copies of the Birth Certificate and the Citizenship Certificate issued under section 5(2) of the Citizenship Act № 18 of 1948 (for unmarried child - born outside Sri Lanka).
A spouse or a child eligible under this category shall be limited to a person, whose citizenship of Sri Lanka has ceased under section 19, 20 or 21 of the Citizenship Act No. 18 of 1948 or a person whose Sri Lankan citizenship is likely to cease.

o) Please note that if the name of the applicant is mentioned differently on any of the supporting documents, an affidavit signed before a Justice of Peace or a Commissioner of Oaths or authorized representative of the Embassy is required confirming that both name are of the same person
