A five-member delegation led by Mr. Ilyas Mahomed-Salomovich Umakhanov, Vice Chairman of the Federation Council of the Federal Assembly of the Russian Federation visited Sri Lanka from 30 November to 2 December 2015.

Dr. Saman Weerasinghe, the newly appointed Ambassador of Sri Lanka to the Russian Federation, presented his Credentials to the President of the Russian Federation Vladimir Putin, in the Alxandrovsky Hall of the Great Kremlin Palace in Moscow on Thursday, 26th November 2015. Minister of Foreign Affairs of the Russian Federation Sergey Lavrov was also present at the Ceremony.

On 25 November, 2015, H.E. Dr. Saman Weerasinghe, Ambassador of Sri Lanka to Russia, met Mr. Igor Bryntsalov, Chairman of the Regional Duma of the Moscow City. The Moscow City Duma is the Russian Regional parliament in the city of Moscow.

The Russian State University for the Humanities was established in 1991 in accordance with a Resolution of the Council of Ministers of the Russian Soviet Federative Socialist Republic as the successor to Moscow State History and Archives Institute.
